If it's not that, hit up OBS's forum not here; https://obsproject.com/forum/
Edit:After removing DXVK I can now get the Geforce Overlay to display but it still is just black in the recording.
it's probably the same reason - my guess is it's one of two things, it's no permissions to spy on FNV's output (check your OBS log, it logs a considerable amount of technical info), or it's Bethesda's "it just works!" attitude... they are notorious for using DX tricks that aren't exactly standard or well-supported, and Obsidian didn't really mod the engine much when they did FNV so it's very if 3 does it, NV probably will too.
How about this? if game mode capture won't work, don't use it. Instead set the game to borderless windowed mode and OBS to window capture, and I'm guessing you'll be gone and playing and recording and won't even come back to say thanks. :-)
Update: It does appear that running the game in border-less window adds a bit of stutter, it's definitely playable i'm just used to how buttery smooth everything feels with full-screen, doubt I'll be able to have the best of both worlds.
DOUBLE UPDATE: For some reason after turning border-less window off and going back to full screen i'm now still able to record my clips, not sure what happened, maybe it modified a file like you previously mentioned about FNV output permissions? Regardless i'm a very happy man :)
and btw NVSE .dll type mods don't count, so you probably have more active than you think!
