Transportalponder! doesn't work.

Has anyone solved this bug before? After completing Old World Blues questline, I got the gun. However, when I try to use it, it doesn't work. The error message doesn't even appear when I'm indoors.

I am playing with mods:
Yukichigai Unofficial Patch
NMC Texture Pack
Delay DLC
Dynamic Third Person
NVSE

I am able to work around this problem using JIP NVSE plugin and just teleport using the console while being not disabling Steam achievements. But I would like to know if there's a more natural way to get around this instead of relying on console to teleport in and out of Big Mountain. The weapon doesn't even work when I have console-teleported back to the Wastes and attempt to use it.

Nevermind, I found a mod that fixes this.

I added the "Improved Transportalponder - Old World Blues" mod from Nexus.

Yeah, it still didn't work when I moved outside.

Where outside? For some reason the Strip and for some people Freeside is considered inside... XD

Outside of Big Mountain or on the balcony of the Think Tank. It doesn't work. It's all good though, the mod I mentioned above fixed it for me.
