It's some big fancy overhaul mod that adds some "modern" features (Sprinting, grenade hotkeys) to the game along with letting you tweak some gameplay settings.
It's a mod that exists for the explicit purpose of turning new Vegas into a terrible generic shooter.
Seriously, was that worth a 6-year necro?

I wonder why Bethesda vastly improved the gunplay for 4 and 76, among other shortcomings of 3 and New Vegas.
