Mick isn't selling it even after passing his speech check? Anyone had this issue before

worst case scenario you can add it using console commands - not really cheating since you know where it is supposed to get sold - but if you want achievements remember to close and reopen the game after using it

Known issue. It SHOULD be an item sitting atop an ammo box behind the bars that can be stolen.

Alternatively, there's always console commands.
