Aside from that, why assume the Courier is originally born in the former U.S. at all? Lonesome Road makes it pretty darn clear that there is a ton of backstory to the character left untold.

A soul that can walk that road, may well have the seas part for their wanderings, just to avoid being boiled away.

The Brain will speak like that even if the PC is a woman. It seems there wasn't any choice since voice boxes are in short supply.

Because in media a british accent used to be used to sound smart in comedys and junk, and your brain is supposed to be logical and smart. people used to think the british accent sounded "smart"

It's a reference to the film culture of the 40's and 50's. During that time, pretty much every actor in the U.S used what's called a "Mid-Atlantic accent", also known as a "Transatlantic accent". It sounds like a cross between the RP accent and an American accent, and it was used because it was supposed to be sound smarter and more cultured than other American accents. Since OWB is essentially a spoof of the "mad science" movies of that time, we get a brain that sound vaguely British.

At least according to the brain, it was the only voice modulator Mobius had. Plus, its funny. Also, something about it being hard to find a "proper" voice modulator in 200+ year old ruins.
