I just solved my own problem by saving after every win via Double Down in Blackjack and just waiting for a minute to try again after loading a save in the event of a loss.

That's not my experience with slot machines even with 10 luck.
If you're gonna save scum like this you're better off just betting on one number on roulette and reloading after you spend 1k.
I mean. it was the only method I found that worked for me!

Honestly, I'd recommend just doing Blackjack as it's easier to game.
You want to get as close to or exactly 21 without going over. The dealer is also aiming to do the same thing, the winner is whoever gets 21 or closest to it before the game end.
My advice? Just hit until you get 17 and hold. 7/10 you'll get a blackjack anyway.
I'm pretty sure on my current playthrough I will wind up buying the Medicine Stick and a good chunk of the implants before ever setting foot on the Strip.
The goal is to get as close to 21 without going over: you get dealt two cards, one face-up, the other face-down; 2-9 counts as the relevant number; 10/Jack/Queen/King are all worth 10; Aces are either 1 or 11 depending on your other cards, so if you have 15 and hit (take another card) and it's an Ace, you go to 16 instead of 26, since 26 busts (you lose since you went over 21) and 16 doesn't.
Stuff like doubling down or splitting is something you can learn after getting the basics, so don't worry about that too much.
Each table explains where the dealer has to hit/stand, meaning either they HAVE to take another card or they HAVE to stop where they are, with at least one of them mentioning hard/soft 17s, meaning if they've got a 17 made up of a 6 and an Ace, they still hit while if it's two 5s and a 7 they stand.
In my experience, with a 10 Luck you'll be getting dealt 21 immediately quite often by getting an Ace and either a 10 or a face card (Jack/Queen/King), which is (logically) called a Blackjack and rewards more than getting 21 normally.
Slots can be faster if you hit one of the big multipliers, but Blackjack is the most reliable since it doesn't have the wide spread of possibilities as Roulette does.
