Eureka bugged beyond salvation

long story short, my buddy completed For The Republic part 2 without problems, spoke with Moore, got teleported correctly to Oliver, and then Eureka and Mike Lawson doesn't activate for some reason, the BoS allies also won't spawn to help and the door to the Hoover Dam Checkpoint is marked as "INACCESIBLE", if he goes back to the first room you spawn in Mike suddenly is there and Eureka seems to activate correctly, but the checkpoint door still won't open

using unlock with the console does nothing, movetoqt puts him on the Legate camp but the Legate its basically immortal.

He has the Viva New Vegas mod list installed, any idea what could be causing this?
