What you need is the load order index of the mod in question. But you're not saying much about why that's not working, so I can't really say more.
Other than you probably shouldn't be doing this in the first place, unless you're actually debugging something. You're far more likely to break things if you don't know the consequences of starting/stopping or setting a quest to a certain stage.
If something is broken in the mod, seek help from the mod author. They're the most likely to know what the problem is.
