why cant you use weapon mods on unique weapons?
Balancing reasons or why? and i might remember this wrong to be honest

if there is a mod i might download it after i beat the dlc for the first time.

It is a design choice. According to the wiki https://fallout.fandom.com/wiki/Fallout:_New_Vegas_weapon_mods "While unique guns usually have better base stats, Obsidian Entertainment introduced this inherent drawback of unique weapons to balance out unique and normal weapons and make the choice less of an obvious decision and more of a preference. However, some unique variants have both mods and better base stats. Such is the case of the varmint rifle's unique variant, the Ratslayer, which has all of the mods the varmint rifle can be equipped with."

The wiki did not offer a source for this assertion.

There is at least one mod on nexusmods (and probably more) that permits weapons mods to be attached to unique weapons. I can't speak to the functionality or safety of using it/them.

You can create your own ultra simple mods to allow it if you want.

Weapon Mods Expanded (WMX) if you want additional weapon mods for every weapon, including uniques. It's cool if you don't have other mods that do the same thing, or if you don't care about balance issues.

Make sure to download the patches if any of them apply to your case, like if you have all the DLC
