TTW is a mess than ruined modding, really unstable and doesn't even make canonical sense. Just forget it. Play F3 or FNV separate.
This is the best guide for TTW modding.

I mean I remember playing TTW a long time ago and it did feel more balanced than playing broken steel in its vanilla state. What I was talking about was how in broken steel the enemies got stupid at times unless you were using mods.

As Johnny Casey said though, the difficulty curve is definitely higher - since TTW gives you all the New Vegas tools like ammo crafting, overpowered unique weapons, etc, it also had to for reasons of balance boost the difficulty of enemies in the Capital Wasteland.
However, BS alone doesn't cause the enemy level to increase - it *adds* enemy types like albino radscorps etc, but those still spawn based on your level, not just because you've got Broken Steel installed or are playing it.
The Wasteland Survival Guide modlist does give options to soften that a bit - mods like BLEED will definitely have an effect on enemies going down a bit quicker. On the flip side, you can die easier as well.
It's neither a mess (you may be referring to versions from half a decade ago), neither is it unstable (no more than standard NV - and it's leagues more stable that FO3 on a modern OS). It contains thousands of fixes to actual broken ♥♥♥♥ in both games. As to canonical - it makes literally as much sense as anything in any Bethesda Fallout game so far. That's either zero or all the sense, depending on your POV. I would agree that first-time players should try FO3 separate if they are able - but still using TTW to bring it into NV's fixed and more modern engine. Just ignore the trip to the Mojave and complete DC on its own, like Gopher is doing in his TTW playthrough.
Except for the story, I mean. And the towns. But the Capital Wasteland is fun as Hell to romp through, especially since A World of Pain for FO3 exists in TTW format.
