those community and city folks are the outsiders to the Legion and they are object according the Legion. I did try to search if the Legion has their own citizens but people say there is only object and slave. And object live much better than slave and they get protection. it is sad to think b/c apparently the legion had to or were plan to have had very prosperous Rome-like buildings settlements expanded fortresses and quests etc. Including a side car motorcycle chariots in concept art and ideas lol.
If they for some miracle ever make a FO5 or FO Texas / FO South the legion for sure need to remake an appearance with massive cities to show that they're actually competent and can rebuild much better than the NCR at the cost of liberties.
They were going to heavily expand the legion

New Vegas is the true sequel to Fallout 2.
