The Legion is Bad Writing Faction
The legion could have been a better faction but the developers make the legion beings evil for the sake of pleasure, and it seems like they are heavily bias toward Roman culture (Italian culture) too. The Legion is a caveman tribe with tyranny under Caesar who is a selfish lunatic doing for his own pleasure but never the benefit for his own faction & people. This game make me view Caesar as a Madman who became mad after what he experienced in the wasteland so then he throw anything away only to built a caveman empire for his own pleasure sake as a ruler and lie to his objects (followers: legion's soldier & commander & warrior) that his regime will turn Mojave into a better plan but his truth intention is to die comfortably than everyone in the wasteland as he know he's a victorious. But the game developers and writers being dishonest as they're not intend to let us know about their character creation so they never put this in the Fallout NV story lore which make it seems like they have an agenda or bias. The Legion could have been better and should have been better if Caesar has a dream to built a *civilization* and establish *functional gov system* (A.K.A country) in this new world for the sake of great future. Then this better version of Legion will have citizens who live in the deeper part of the legion territory where there are city & town have *law & order* with the economy, and, people who are object can become citizen to live a better life if they can prove their worthy and loyal to the legion. If this is the Caesar's Legion then the game story lore will be outstanding and I would side with the Legion as I don't give a damn about Legion's slavery as everyone else will be too.

It's already is explained in game by numerous npcs and text that the territory Legion controls are much safer compared to NCR territory. Raiders are almost non existant, roads are safer, communities and cities have law and order. What you're asking for already exists in game.

those community and city folks are the outsiders to the Legion and they are object according the Legion. I did try to search if the Legion has their own citizens but people say there is only object and slave. And object live much better than slave and they get protection. And yes, I do like the Legion able to keep their promise and did a successful job to protect people under protect by them

a little late but it has been confirmed through several tweets Q&A in-game code and assets that The Legion was probably the final worked on faction. It was planned A LOT more but time restraints and limited resources plus engine limitations and more so console geared limitations meant they had to cut out a lot A LOT of content (with Ulysses having too many voicelines to be in the base game and had to be included in DLC Lonesome Road)

it is sad to think b/c apparently the legion had to or were plan to have had very prosperous Rome-like buildings settlements expanded fortresses and quests etc. Including a side car motorcycle chariots in concept art and ideas lol.

If they for some miracle ever make a FO5 or FO Texas / FO South the legion for sure need to remake an appearance with massive cities to show that they're actually competent and can rebuild much better than the NCR at the cost of liberties.

it was bad fan fiction until some modders made "Fallout New Vegas: The Frontier" and made the original games writing pretty good in comparison with that garbage.

Blame bethesda because when it came time to finish the game majority of legion was cut due to 18 months of development.

They were going to heavily expand the legion

New Vegas is Fallout 3 (van buren)

New Vegas is the true sequel to Fallout 2.

Fallout 3 is only a sequel in name not spirit.

Everyone had their interpretation of what Fallout should be when making the game and Fallout New Vegas was supposed to be a spin-off so obviously when creating something like a spin-off compared to a true sequel you don't put a lot of money, work, etc into it. Now of course Bethesda probably didn't expect it to be this popular but it wasn't like they were praying for the downfall of the original Fallout series so they let the OG's do their thing. If they realized how popular it was gonna be I think they would let them continue working further so both companies can make more money. They still made a lot of money from this game regardless and buying this game supports them even if you hate them.
