Report a translation problem
Edit the fallout.ini file and press save.
Right-click on fallout.ini then click properties and click Read-only and apply and close.
There's a fix for that in lStewieAl's Tweaks - Prevent Inactive Windows Scrolling if I remember correctly.
If you're looking for random fixes to just about anything, chances are it's in Stewie's.
It is, so yeah if you're not doing mods, avoid. I don't think there's a fix for that particular issue that doesn't involve mods, unfortunately.
bBackground Mouse=0
becomes
bBackground Mouse=1
and save.
Now the mouse cursor in pipboy and menus have the same speed as what you use to control your character.
Obviously, disabling acceleration as hinted at earlier also helps.
This didn't annoy me when I played New Vegas in windows because it correctly used the same sensitivity as when I was on the desktop, but on Linux it has been a big pain in the arse.
