Someone eventually fixed the "first error about INI not found" to move it to the SD card and back to internal for some reason, it was fixed.
Apparently, NV didn't install DirectX when it was installed but Fo3 did. But if you have both games, definitely install both and NV will work.
MO2 supports New Vegas. MO2 installs FOMODS without any problem. To install FOMOD for Mod Organizer, activate whichever plugin you want, and make sure the FOMOD selections enable, prefer, and use any file, were set to true.
So the best fix is to install a game that installs the Direct X script since that was the only thing it was missing from running NV.

It'll be under "steamapps/compatdata/22380/pfx/drive_c/" each game you run under proton has its own wine prefix. 22380 is fnv's steamapp id, if you enable url's on steam, or using a real web browser and then look up you can see it easily.
Steam Support - Fallout: New Vegas - Gameplay or Technical Issues - I am having another problem - Contact Game Support. They might show you a proper way to have this resolved.

I do own a Steam deck, actually. You can see that in some of the exclusive profile stuff I use.

Aye, sorry I assumed it would be obvious you need to change the actual pathing to adjust for the Deck.
Do any FOMODs work, and are you using the native Linux version of MO2?
Hmm, no those instructions are for the native Linux version.
Can you let me know specifically what FOMOD isn't working for you? Wondering if it's one that just has issues in general
