Yeah you have way too many mods. The game only allows ~135 plugins before problems happen. The mod limit fix can be found on the nexus allows 255 plugins but with big retextures like poco bueno and nutscape you're still going to run into memory issues.
So what are the other 120+ mods? Retextures?
Which directory did you put the patch in? The root folder or the data folder?

the mods themselves are pretty clean, but the plugin load order may need some work since i use loot to sort it but manually putting some things at the bottom
I tried looking online for reasons why the task manager wouldn't show NV using 4gb patch and I couldn't find anything. Everything leads to installation errors or similar. The only thing I could find that may be of use is perhaps your antivirus is causing issues with the mods. I know for a while my antivirus wouldn't allow me to install xNVSE.
Have these issues just started? I see you have many hours in this game but when did you start modding?
My only other guess is you have some mod(s) messing with things. Only recommendation would be to restart your modding and only install a handful at a time so you can see which ones work. Start with only the utilities from VNV just to make sure they all work for you before adding other stuff.
they have started ever since i started a new game with some other new mods
none of the mods i use are conflicting with eachother, some are but theyre pretty subtle and small and arent gamebreaking at all
remember, the only issue i have is stuttering, crashing and memory usage, best thing you could help me fix aside from the the 4gb patch is the c++ runtime error i mentioned previously because i just remembered the 4gb patch wont help much on a gpu with 2gb of vram, if you cant then i guess all thats left for me is a fresh start
Stuttering and crashing can be minimalized by following the VNV guide, which you stated you followed. So if you're still experiencing issues you need to wipe you game and start from scratch. Like I said before stick with purely the utilities section until you get everything right.

previously thought the 4gb patcher allows 4gb of vram instead of ram, thinking about just waiting till i get the new gpu ive been planning on getting, that being an rx 470 8gb or something similar if its out of stock
