Pay close attention to this part of the instructions -

Do not install this during a save!
For a simple installation (you aren't trying to install any other texture mods for NPCs), follow the steps below.

Uninstall all previous versions of FCO and NVR3
Install FCO 2.3.1 without checking any options in the FOMOD. Do not install FCO 3.0 or any other version besides 2.3.1.
Install this mod and follow the instructions in the FOMOD. Pay attention and read, not everything is automatically checked for your situation.
Disable or delete all forms of FCOMaster.esm once you have installed, unless you want the FCO races.
If you installed patches, make sure the .esm and .esp files are in the right order in your load order.
