Can't even download the damn game

I already started a discussion but got no replies, so I'm asking again.
Whenever I download the game, its missing major components and files, such as the Fallout.ini and FalloutLauncher.exe.

I used to fix this by pirating... the game I already bought... so I can play it, but the only website with a complete and up-to-date english version of the game went under and I can't get it anymore after having uninstalled for Software reasons.

Have you ruled out the influence of antivirus software on your PC?

Have you tried purchasing it on another account? It could help confirm if there really is some weird issue with your account that prevents you from downloading the full game, if you saw it working on another account.

If you rule out everything else, you really need to contact Steam support. I know you said that you tried this, but they're the only ones who can help. You may need to be very insistent (but still polite) and provide a solid case for why you think there is an issue.

...\steam\logs
look in content_log.txt ....should tell you if it was downloaded/installed successfully or not
if it was, then something on your pc is deleting it

more probably has something to do with the german/english version and what can be sold where. perhaps someone else with the german version can advise

I doubt its my PC because It happened on 2 different computers from different ages.

so what did the log say? did the game download, install, or not?

if the log says it was successfully installed, your pc deleted the files. check antivirus log?

If it helps, I've noticed that it can't be deleted after install because when downloading it, Steam first says that it is about 7GB, but only shows 5GB during installation.

well, comparing mine and yours, they both end with "Fully installed".
but the end of my log looks like:

could try steam verify game files with admin permission - maybe one of the extra libraries/packages is not installing due to a file/folder permission issue.

have to ask - some users have more than one anti virus program running. they assume windows defender is the only one they have but some computer companies include third party AV apps. missing .exe's sure sounds like something an AV would do.

if running install with admin permission nor AV not deleting the .exe's,
perhaps contact steam support about this - the log says it is fully installed yet files are missing and the content_log.txt installation msgs has an error.

I don't mean to sound offended, but I regularly check my system for anti-virus softwares that may have been installed and make sure to eliminate them prior.

executables missing - game does not work

I am assuming the steam installation checks to see if the entire executable file is written to disk before it logs
