Not trying to be an ass, just want to know what is complicting you so I can point you in the right direction. The best discord probably would be Viva New Vegas you can try that.
Vive New Vegas guide explains in detail what you need to do and it's discord is probably the most help you're going to get.
Shed the fear and just install some mods to get some experience under your belt.
In terms of discord servers, TTW has one, and xNVSE has one. Nexus Mods also has a server with game specific channels.
I made a post when I started modding NV. That's the link to the post. It's not a discord, but it may help you. I made it to try and ease others into modding. I was tepid too.
Everyone says Vortex is trash, so maybe try Mod Organizer instead, IDK, Vortex has worked fine for me.
To be honest, there were a few mods I wasn't able to understand or install because they got a bit complicated. If it looks like you don' know, maybe skip it till you get a feel for it. Once you get a feel for it though, adding and removing mods becomes easier, obviously.

Essentially all guide authors and modders knowledgeable enough to write guides of that quality recommend using TTW to play Fallout 3. To answer your earlier question, TTW is a total conversion that adds Fallout 3 to New Vegas and makes it a contiguous - but not necessarily continuous - game.
That, and the modding scene for Fallout 3 has been dead for almost a decade. Very few FO3 mods are anything other than buggy messes.
If you still need a discord that covers all the various more modern Bethesda engine games (FO3/NV/FO4/ Oblivion, and Skyrim), ModdingLinked (the discord for VNV) covers all. It's also a new server and new moderators, so if you've been there before and were repulsed by the ♥♥♥♥♥♥♥♥♥♥♥, we're cleaning it up quite a bit.
I wouldn't recommend xNVSE for normal user support tbh. It can be a ♥♥♥♥♥♥♥♥♥♥♥ cesspool at time. I'm on most of the big NV modding servers, and xNVSE is permanently on mute - even with my high tolerance for shenanigans, it's just absurd there sometimes.
It genuinely makes me wonder if people should have done reverse of TTW and put new vegas into 3 and modded that instead since fallout 3 is a much more stable base than new vegas.
Like its not even a matter of preferring 3 i just like my game to boot, not crash or have weird graphical bugs.
I genuinely question if i will ever replay new vegas because every time i try the game self destructs.
Most people have far more issues running FO3. It's better recently with the recompiled executable, but your experience is atypical. Despite having a vastly lower player count on Steam, FO3's forums are just as full, if not moreso, of people who can't run the game on modern hardware. That's a hard fact.
As to the top mods on Nexus being broken - yeah, same as the top mods on every game's Nexus are the oldest and most broken mods for their given games. Top mods are top mods only by virtue of having been around the longest. It's not a sign of quality, and shouldn't be taken as such.
Finally, the reason NV can't be dropped back into FO3, i.e. reverse TTW, is that FO3 is just that much more primitive. NV's engine *is* slightly different, it *is* newer, and on top of that it's been largely decoded by the community - which means that engine level bugs, some of which were inherited from FO3, can actually be fixed by mods.
Not only that, but the modding scene is actually still active. Bugs are still being fixed, patches still being made. FO3 doesn't have that luxury.
And on a personal note, NV's mechanics, crafting, weapon mods/ammo, and DT/DR setup are just more fun than FO3's. And while you need maybe 30 mods in FO3 just to gain *near* feature parity between how both games play, FONV doesn't need any FO3-specific improvements ported over.
I agree NV has better mechanics over all, I just wanna go through 3 itself with what I'm looking for with NV, stability and maybe some weapons/perks.
Fair - as long as you use search and stick to the useful channels xNVSE has good data. I've just seen so many people turned off by the shenanigans in the General chat channels.
