This is the current tutorial for MO2 users - https://thebestoftimes.github.io/
If you're set on using Vortex, this is the best tutorial currently - https://www.youtube.com/watch?v=Zts-tF0nYIk
If you have any additional questions, the TTW discord is an excellent resource.
2. Download the latest version of Tale of Two Wastelands from the official website: https://taleoftwowastelands.com/download_ttw
3. Extract the downloaded files to a folder of your choice. This folder should not be in your Fallout: New Vegas directory.
4. Launch the TTW Setup.exe file and follow the on-screen instructions to install TTW. Be sure to select the correct installation paths for Fallout 3 and Fallout: New Vegas when prompted.
5. Once the installation is complete, launch the game through the Tale of Two Wastelands Launcher.exe file located in your TTW installation folder.
6. In the launcher, select the mods and options you wish to use and then click the "Play" button to launch the game.
The two most popular and highly recommended ones are Mod Organizer 2 and Vortex, I recommend using MO2.
