Delay DLC Redux is why (use it myself)
probably gonna want to consider kicking Project Nevada to the curb while your at it.
And yes, project Nevada WILL break your game. It's not a matter of if, but a matter of when
Nowhere on Viva new Vegas guide does it say to install project Nevada.
In fact, project Nevada is explicitly in the "MODS TO AVOID" section of the guide as seen here:

Frequently Asked Questions
Why didn't I get any DLC pop-ups/items after starting a new game?
Delay DLC Redux prevents the DLC pop-ups from showing until you reach the starting location for the DLC. JSawyer Ultimate Edition also moves the pre-order pack items to the following locations: Tribal Pack: Lucky Jim Mine House, Caravan Pack: Hell's Motel, Classic Pack: Wrecked Highwayman, Mercenary Pack: Bradley's Shack.
Then it's definitely one of the mods (or two of them conflicting with eachother).
Here goes the hard trouble shooting. Disable half your mods and start a new game, check if they load. If they do, it was in the half you disabled, if not, it's in the half you have active.
From there take the half you diagnosed as a problem, and load half of those and try again.
Keep doing that until you're down to a lower list where you can isolate a small group of the potential problem mods, and enable them one by one until it breaks on you.
