Considering it's the one line that get's said as much (or more than) "Patrolling the Mojave almost makes you wish for a nuclear winter!", I don't understand all the confusion.

The monorail becomes accessible after you do the spy investigation quest at McCarran as you stop the Legion spy from destroying it

If you don’t do that, the only ways to access it that I know of are through console commands or using reload dashing to launch yourself into the air and land inside the monorail station

Also it becomes inaccessible if the monorail ends up getting destroyed during the quest

NCR NPCs all (should) have a chance of barking "Our guys put the monorail back to work!" randomly, just as NCR military NPCs all (should) have a chance for the "patrolling the Mojave" line.
