I was really hoping for a workaround without modding on this run. There must be a way to cap fps at 60?
There is. In your graphics card control panel. Go to program settings, select NV, and set your max frame rate to 60.
NVTF doesn't cap your frames, it just eliminates the bugs that happen when you go over 60 fps as well as the micro stuttering. The micro stuttering will not go away without NVTF.
Modding is incredibly fast and simple. Look into modding. Bethesda ain't going to fix NV, but you can.
You can cap at 60 using nVidia control panel, as Vex already mentioned.
If you actually want a butter-smooth high-refresh experience, the basics of Viva New Vegas couple with the Performance Guide (linked in VNV) will get you there.
I'll bear it all in mind. Just used nvidia CP to cap at 60. It didn't occur to me because I'm still relatively new to PC games. Folks like me often fret these things might be 10x more complicated than they sound, leading to panic and appeals on here etc.
