Riot Gear Repair and Replacement?

I'm at lvl 12 with less than 35 hours played. How common/uncommon is riot gear? The wiki says Lonesome Road is the only place to get it right?Is there any way to replace or repair the riot gear and helmet this early in the game without losing all my caps? I'm at The Courier part of Lonesome Road which the wiki says commissary terminals are the only place to get riot gear if you don't have the lockpick skills. If I repair ED-E in the ED-E My Love quest, can I bring him to the commissary terminals? I have 2 riot helmets and 2 riot gear, should I cannibalize repair them at this point?

Why are you in Lonesome Road at level 12? With the Jury Rigging perk any Medium armor can repair it

Yeah jury rigging is the perk you want to repair anything with pretty much anything else (medium armour with any other medium armour). You need 90 repair for it though.
You might be able to repair them with NCR ranger armour, but those mofos don't usually show up til later game.

There's also unique riot armour in honest hearts called desert ranger combat armour (but a pallette swapped riot armour).

I wanted to do a quest and my Pipboy led me there. What's wrong with doing Lonesome Road at level 12? How common/uncommon is Riot Gear? The wiki says it's only from Lonesome Road right? The game states before you begin the recommended level is 25. With good reason too. There are 2 in the DLC and other pieces can only be bought from the Com.

"Can I bring ED-E from ED-E My Love quest to the commissary terminal" no, you can not bring him into the DLC but you can go back to the Mojave and ask ED-E there.

"I'm only Level 12 so I can't even get that perk at the moment." Which makes sense because youre not supposed to play the DLC yet.

No you dont need the DLC. Only way to repair it from your angle in this exact moment: Pay for repairs, Use Mojave ED-E (Can repair it to 25 Durability MAX), Buy other riot gear from the COMs and use them to repair it.

Like i said, Lonesome Road is end game content, youre not really supposed to be able to work with its equipment.
