Report a translation problem
Ignore anyone who recommends a large mod that isn't updated regularly.
Large mods like Project Nevada are broken and outdated. Which is why I said that if it's a big mod, make sure it's being updated regularly and haven't been abandoned for a decade. Stuff like JAM, FGPE, The Living Desert, etc are big mods but are made by competent people and will regularly update if someone finds issues.
Smaller mods that are old but do specific things like retexture or add a single item are ok since they won't break anything major. Just use your best judgement on exploring mods. Read comments, bug reports that were never answered, etc.

Had to pare down from my 90+mods to get it stable and working (and most mods play nice together, which is why I can't recommend enough to get Item Browser to get items hid behind other mods, found it in a google search since it is no longer on the Nexus)

Edit: Not shown because I installed it manually is, of course, xNVSE. Essential for almost everything nowadays.
Seriously though, not a bad modlist.
Bear in mind that body/race replacers/additions are not supported under TTW, and will cause breakage at a few points - I wouldn't recommend a new user follow this list exactly.
If someone is interested in TTW, I would recommend the Wasteland Survival Guide[wastelandsurvivalguide.com] for a modded install. It's the official modded install guide, and all the mods are specifically vetted and patched where needed for 100% guaranteed compatibility. Not just saying that because I'm a contributor, but because it actually is fully officially supported.
If you need a guide for retexturing the game, my guide[salamand3r.fail] is the only (semi) official retexture setup for TTW.
Nah, if you use compatible mods and manually patch where needed, there is no real maximum for mods until you run out of actual plugin space (255 max) - and for non-graphical mods, usually little or no performance impact.
I run 224 plugins in my "normal" TTW setup, and I'm right at the 255 limit in my dedicated screenshot install.
The normal setup has not crashed once in about 100 hours - or at least, no mod-related crashes (I had some issues with dxvk interop and HDR).
The screenshot install...well, it only needs to run for 20 minutes at a time to get what I need each time :D
Modding this took some time, but after tweaking and following the TTW guide it runs surprisingly well. Only a few mods are specific for New Vegas, meaning I can't have Willow travel with me back to the Capital Wasteland. Such is life though.

Yeah, T4 mostly works. It's officially unsupported, but problems are infrequent. If you exclusively used T6, it would break the game in several instances though.
tbh the reason I don't recommend NC is that on the back end, it's poorly made (from a technical perspective). It repurposes a lot of vanilla records, which can in turn totally break a lot of other mods.
It's not bad in a vacuum, but people seldom just run one mod - and NC doesn't have the robust support network and dedicated team behind it that other large DLC-sized mods have.
