Distributing cross-game mods (yes, even from the same publisher) without explicit permission is illegal, or at the very least, places like Nexus aren't going to host them.
Now heres a "stupid" question since english isnt my mother language, what to you mean by distribute?
While I don't like a lot of the design choices in fallout 4, power armor is probably the best change. Power Armor was always meant to be huge, bulky walking tank armor. The Fallout 3/New Vegas variety is just overly heavy clothing that in almost every situation isn't worth using.
What bonuses and resist/threshold they give is nowhere near worth the equipment weight and reduced movement speed.
You could DR cap in Fallout 3 without going past Medium armor which mostly made the t-51 worthless. As for New Vegas, once you're at around 25+ DR, the only things that'll really even bother you are legion mooks with 50 cals and deathclaws.
Honestly, I think classifying power armor as heavy armor was a massive mistake by both bethesda and obsidian. A suit of powered armor that amplifies your strength really shouldn't reduce your movement speed at all. If anything, it should increase it.
You might like the X-01 armor in 4. Visually, it's the closest power armor has ever been to the old Fallout 2 walking tank enclave power armor.
