I don't even think that's possible, it would probably be loaded right after, and then subsequently overridden by the unofficial patch and whatever else you have loaded that modifies weapons.
And yeah, staying away from stuff like LOOT is good advice.

I don't know how you are doing that - Vortex literally does not actually allow that. WMX needs to be after the vanilla game files and YUP - or better yet, just don't use WMX/WME.
The following mods are broken or have are conflict prone in the extreme - you will need to manually patch them.
I would honestly start fresh, following the Viva New Vegas[vivanewvegas.github.io] guide for your setup, and WallSoGB's performance guide[wallsogb.github.io] to actually improve performance.
Your modlist is majority broken mods anyway, and any save games in progress will not be able to be played until completion. Just start fresh, using MO2 instead of Vortex.
Unfortunately, despite having not personally used a lot of them, I have several times made the mistake of opening many of them up in xEdit or GECK. I may never recover from the trauma in a few cases.

Yup. Wall deserves a lot of credit on that one - aside from all his other vanilla bug fixes (seriously, check out his uploaded mods, really good stuff in there), his performance guide (real HDR output in NV!!) is equally useful.
