Report a translation problem
What I suggest you try is sneaking in 1st person and then switching to 3rd person then activate sneak again. It seems to come from one of the views using a sneak perspective and the other being normal. So by switching sneak and the view you may unselect that.
Hope it helps ... it bugged me for quite a while.
setgs fOverShoulderPosZ -10 (default) (What if you set this to 0 instead of -10?)

Whether there is a mod that can cause your issues?
The normal 3rd person view is back, to right and above by default. There is a key (perhaps V?) that changes the side to view. (Am I mixing up SKY again? )
There certainly would be mods that change the 3rd person view though!
Typing "fallout new vegas 3rd person view mod" into Google gives at least 4 different mods.
