Scroll down to Fallout New Vegas, all speech checks ingame are listed. Find pattern, focus character. Id suggest you make your character on what you want to use, and who you want to be (i.e. an Intelligence 1 character has different dialogue options compared to an Int 10 one, there is many a change in the game depending on what you pick), but you do whatever ya thinks best.
You'll need to make choices, and likely won't be good at everything.
I personally recommend tagging speech OR barter (depending on your experience in the game), lockpick to get some good loot early on, and repair (for making Weapon repair kits to repair high value weapons and sell for ridiculous profit) OR whatever best fits your character.
