I believe there's protected storage in Novac in the form of buying a hotel room. In addition, once you finish your courier assignment, some storage will open up to you courtesy of your mysterious employer.

The house facing the Prospector's Saloon in Goodsprings (also Easy Pete lives there). As you enter, to your left is a bed and a footlocker where you can store items.

You can 'rent' a room in Novac for 100 caps and store items there.

After talking to Mr. House, you can use the Presidential Suite to store items anywhere there.

There's also Victor's Shack in Goodsprings or the Dumpster next to the General Store in the same town.

I've got a ton of stuff sitting in an ammo box in Victor's Shack on the new character I have. :P

Then you must be doing it wrong somehow. There are almost no respawning containers in New Vegas.

The footlocker at the foot of the bed in the Novac hotel sometimes gets bugged and deletes some items. I personally haven't had it happen to me, but I've heard enough people complain about it to file it away as something to keep track of.

Oh. Now that you mention it I've heard of it also, but never had it happen to me either. There's no good reason for that particular container to lose items out of the blue.

As a general rule though, any container is safe. Just don't put stuff in fridges or one of the very few—five, or so—containers tied to factions or quests, like the Legion dropboxes or the respawning ammo in the BoS bunker. Put simply: don't hide stuff where it would be a dumb idea to hide it in real life.
