I already tried using LOOT, but I hadn't thought to use "anti-crash" mods. I'm an idiot
check that admin is on steam and game.exe file also, its has been seen some users loose such rights after win10 upgrade, reason is unknown but bad migration upgrade from old system has been blame on that.
the hard core way is to test this is rename userdata fallout folder and steam game lib "Fallout folder" and reinstall game with orginal game content and anti crash, reason is so many mod can make it even worse to figureout what mod's do this. ( see it as original game test app ) and ( no mods no overclocking ) and before all pinned down anti crash also do game even work now ?
but dont forget good old update all driver and bios to that pc, so many people have never done such things and windows update dont even count as my pc is updated .
check brand name pc support site or if custom build pc then its the brand name mortherboard support site that has all the driver and bios update.
check game.launcher for options in fallout folder many forget that.
dont forget to re-run redist folder ( if you still try fix old fallout game installed already )
#:\Program Files (x86)\Steam\steamapps\common\fallout new vegas\Redists
and directX after + reboot ( reinstall game should be same thing ) part of the installation

there are some tools today that can check pc conditions
CCleaner with junk files cleansing and registration repare double task with that app.
adwcleaner is bets new addware tool i have seen fix things that other mainstream tools seem to miss.
iobits driver booster this can find drivers that is newer from thirdpart onboard device we all have in our pc, but do use own support site first so you do get the most stable drivers first so you do know it should work as your support site say it will.

i have use those tools for over a year, i was tired of doing this myself and it save tons of time in maintain a pc in top conditions

is filehippo manager a tool app that test thirdpart app we all have in our pc, it just keep a eye on is my software even update , several times software own update notefications seem to fail, this is why i use it,
and NO none of them tools is on auto start most of them is started by me then i want to use them,

if you are on a laptop
dont forget max performance in power scematic, i have seen many laptop CTD in balance mode, even once they did run it fine but over time or game require more graphic or mods doing it seem to crash or push system to the edge of CTD only the high-end pc might have np here. but mybe other new game will CTD then pc cant handle it
i take it for grated that all have done this, you can do that with all steam game, maybe that why i forget it, sometimes to mentions it
Half the things you mentioned, I tried. The other half, I don't want to (for example, I know CCleaner is legit and good and all, but knowing that it seems to fix things by deleting junk files and stuff, I'm kinda scared it'll delete something I need).
However, it just occured to me that when I uninstalled my mods before doing a clean reinstall, I forgot to uninstall mods from FFM. I think some of those might be causing problems, despite no esm or esp files being active for them. I feel stupid.
I'm going to try again. Wish me luck!

that is your choise what app you want to run or not, just because i and others have use those tools for years, ( dont fiddle with the default settings, unless you know what you are doing )
they are professional tool and require skills to use,
( dont forget many of the tool have a scan functions, this can tell you how system is.
and dont forget other apps want money and registration, but those tools i have mention is doing this service for Free. )
it can make a powerfull scan and remove registration from apps while uninstall them
this is also a even better uninstall then windows own default ways to do it, i have found many leftovers app still there
well gl with your mod issue because, thats is your own faulth for not think or check for such problems do the game still work after that. ( we other have also done such mistakes in the past, you are not alone in this, but today i will never remove a mod without check do game work now )
I didn't bother uninstalling more than once, given the amount of mods I had installed, and their history of working together on my PC combined with a lack of reports of them not working nice together.
I just kept installing each mod, launching, then installing another and repeating the process until one made the game freeze on the bethesda logo.
Ok, well first off, it's been a while since I played this game or had to deal with any problems with it. And second, now that I've tried like, a hundred different things, it's still not working, but I've at least determined the source of the problem. You can hardly blame me for something that doesn't work if I tried everything AFTER I've been told to and it STILL didn't work.

blaming is only a point of view, its like a learning experience, remove a small mod should not be a problem in general, but then you remove some of the biggest mods, its like a overhaul mod and cant be removed because game will be corrupted, and we have seen this sense morrowind,oblivion and fallout 3 and NV also, they change game so much that only a clean new install can fix it. ( and save game is still broken and cant seem to be fixed )
only a new game as test can confirm yeah original game is working,
im not sure there is a save game cleanup tool as some game has they can edit blooted save game and remove missing content that is not there anymore

I am going to have to go and change my review on this game due to this issue and beseda customer support trying to blame it on me and dump the problem, instead of sticking it out and tyring to help me find a solution to the issue.
