Help on Oh My Papa.

My mission is to speak to Colonel Moore, but when I go and speak to her there is no dialogue option for it. I used every dialogue option.

So I saw online that killing Papa Khan will put Regis in charge. I killed Papa Khan and Regis still says he's the right hand man of Papa Khan and nothing has changed except Papa Khan is dead.

You missed a step someplace. That mission can be sort of obscure. There are several possible outcomes, but the correct steps must be done in the correct order. There are things you have to find, people you have to talk to, and you have to choose the correct dialog options. Check the walkthrough on the wiki:

I got 4 out of 4 of the people's acceptance, and it says nothing about steps to kill him it just says to kill him and the different ways.

Check the detailed walkthrough on the wiki. I'm assuming you're doing the NCR mission. I'll find the link to that on the wiki, too. It's been a few months since I did this quest. I think the last time I did it I bugged things with Papa because I'd already visited the Khans earlier in my playthrough and had spoken to him. I ended up killing him and Regis took over. The Khans did join the NCR at the battle for Hoover Dam, though.

There are three ways I know of to complete the quset without killing papa. 1, embarass the legion fella thru dialog and start a fight, 2, find the incriminatory note in the legionare's foot locker in his room and give it to regis or papa. 3, get the log book in caeser's tent and give it to papa. All of these will result in a good ending.

I did 1 and 3 and nothing happened.

I haven't looked at the wiki yet guys I will next time I'm on Fallout though.

Then, I believe you did miss a step somewhere in the quest. Haven't played a while so I really don't know/remember. Sorry.
