Platinum chip and the NCR

I need an option to be Pro-NCR with the chip. Ive been reading but it seems NCR will hate me if i give the platinum chip to people.
So which one should i choose?

The Platinum Chip doesn't apply to the NCR. Only House, or Yes Man will need it for anything.
