The Ultra Luxe caps out at 15k if that's where you want to start. In order to win consistently, you need 7 of luck or greater. If your luck isn't up to this, you can boost it with the luck implant, naughty nightwear, and lucky shades. However, Lucky shades require "Liked" reputation with the Legion.
3) Legion supply cache replenishes every three days, but you need a favorable rep with the Legion. This supply cache continues to be refilled even after you lose favor with them. It's full of legion money, ammo, meds, random armors and usually a few stealth boys. This won't make you as much as the other methods, but it's something to try.
4) Dead Money: this DLC completely derails the money system in New Vegas. You can get 37 gold bars that end up being worth around 350K caps. However, they weigh a lot. But if you gamble in Dead Money, you can get over 100K worth of pre-war money, which is weightless. Not only that, but after you finish the DLC, so long as you have the code for it, you get what is essentially an infinite supply of weapon repair kits that you can then use to max out the condition, which increases the value, of any weapon.

Step 6: repeat Step 2
As for my Luck for my current character, they're at Luck 7.
Step 2: Take all their .44 magnums and 10mm SMGs
Step 3: repair a bunch to max condition
Step 4: sell them for around a thousand plus each.
You do good and get cash, win win.
Hunt Fiends around New Vegas itself and repair and sell their pricier weapons(Hunting Rifles, Lever Shotguns, Laser RCWs). Use weapon kits on the most expensive ones(the Lever Shotguns) if you don't have duplicates or the Jury Rigging perk(level 14, 90 Repair).
Fiends around NV tend to be my go to as they seem to respawn every 3 or so days according to the Wiki with enemies that spawn in the main over world map.
For now, I will hit the casinos and fiends to get the caps.
