That said, ENB is broken, buggy nonsense. It was never finished (per the author himself) for Fallout NV, and that's the least of graphical glitches you'll see over time - not to mention it disables vanilla image quality stuff like MSAA (ENB's SMAA is not even remotely a replacement).
Find a decent ReShade (I like SimplyShade) preset and a good weather mod (Desert Natural Realism is a great one) and get 90% of the ENB looks with no performance cost and no glitches.
If you're really missing depth of field, use Dynavision (note, most of the rest of the features are broken - only use DoF from Dynavision).
ENB was never fully functional - literally never. You may not have always noticed the bugs, but they've always been there. From overbright interior lights to broken occlusion to lack of MSAA, that's always been a problem.
It's definitely more visible on modern monitors at modern resolutions than it was in the past, but the issues with ENB in general haven't changed since it was first released. Almost all of the versions over the years have literally only been to change the copyright date - no fixes or changes have been done.
