Then you can start re enabling the mods 1 by 1 to find the culprit. My most likely guess would be one of your perk/trait mods but its entirely possible some other mod interferes with the leveling process as well.
Freeside Open - has ALWAYS been broken. Use Simple Open Freeside instead.
Electro-City - has ALWAYS been broken, should be obvious these days now that all the image links on the mod page are dead. No replacement.
More traits/More Perks - obsolete, most of the perks and traits are broken and do not even work. Use Sweet6Shooter's packs instead. Also conflict with PerkPackPlus.
Better Game Performance or any other mods with "performance" in the title - they ALL work by breaking critical parts of the game, the names are just clickbait. DO NOT USE.
Clarity - obsolete, and if you're dead set on using it, should literally be at the end of your load order. Use any modern weather (Desert Natural Weathers recommended) instead.
Any mods like WMR and WMX should be avoided. Here's a good tip - if a mod requires that many patches just to play nice with your game, you should probably avoid it unless you know how to patch everything else that break with it yourself.
WRP is janky, obsolete, and mostly broken - that's precisely why Mil open sourced her projects - they had issues she didn't want to fix herself. Use Simplified WRP instead.
Moddable Uniques conflicts with WMX. Since WMX already lets you mod uniques, why would you even use both?
IMPACT - make sure you're using the compatibility edition.
Faster VATS/Terminals/PerkEveryLevel/Universal Item Sorter - use lStewieAl's tweaks instead. Those are all obsolete and broken.
JIP Improved Recipe Menu - use the Scriptrunner version instead, eliminate the esp.
Complete Respec - broken.
FP gun follows crosshairs conflicts with B42Inertia.
Gloves Galore is pretty ancient. Probably has some issues baked in there.
All-in-all, you've got so much that is just outright broken - especially in perk/trait/leveling mods - it's impossible to say which one, and it's *likely* going to be a save-baked issue at this point.
Are you using any of the same broken mods that the OP was?
If not, start your own thread with a full mod list and load order.
Hey there. Sorry to revive the dead thread, but I just had a similar problem while using JSawyer Ultimate alongside Stewie's Tweaks. All you have to do is go into the Stewie's Tweaks options and set iMaxCharacterLevel to something other than 0 (I used 60, just because). JSawyer Ultimate apparently sets the level cap to 15 (as far as I can tell), but using the Stewie's Tweaks option fixes it right up.
