Im pretty sure arcade doesnt care about your NCR rep. Anyway you should just talk to Cass and Boone and see what they say. Boone cares most

Cass doesn't care about NCR Rep, only Karma. Arcade also doesn't care about NCR Rep, but DOES care about Legion Rep (if you have positive Legion rep just snag a set of NCR armor to recruit him). Boone cares about both NCR and Legion rep (NCR below Neutral or significant positive Legion rep)

As far as I am concern Arcade Gannon is Followers of Apocalypse so he gives 0 ♥♥♥♥♥ about NCR; Craig Boone was NCR ranger but he quit (said so himself if you talked to him before for quest) he doesn't care either, Cass is just resting at Mojave Outpost after her Caravan deal made her heartbroke so that doesn't have anything to do with NCR either loool

Except Boone will literally leave your party if you piss off the NCR too much, so he does care.

Cass won't join you if your karma is evil. And arcade won't join you if you have good reputation with the Legion.
