Threw me of the first time as well gotta say.
I just tryed some more weapon mods, and for some season it only doesent work on pistols like the laser- plasmapistol or any revolver.
Rifel- and other gun-mods seem to work just fine.
Also, you want to make sure that the mod applies to that weapon at all; the vanilla Laser Pistol doesn't have any attachable mods, while the Laser Pistol (GRA) does...also, there's no scope for the Laser Pistol in the base game or the DLC. The Laser RIFLE, on the other hand, does have a scope mod.

theres a 9mm scope for the 9mm pistol. the laser pistol GRA has combat sights which only work on GRA variants for reasons. which you could mod out because the reasons are legal.
The attachmends where for gunrunners-arsenal-weapons only.
They had the gunrunners letters on them, and i thought that just meant that the attachemend where a part of the Gunrunners DLC, and that i had to get to the gunrunners to mod them.
So i got confused why i could just do it with other weapons.
After browsing through the wiki a bit i discovertr that weapon attachements also are in the base-game.

Alternatively you could also use the semi-official Sawyer mod which does the same, though it comes with a slew of other major changes.
In line with previous statements, there are many mods that provide extensive weapons and customizations at Nexus that really extend the game, but make sure you check mod compatibility as some may clash or override others. Nexus also requires registration for access to some community projects & items, but if that is the path you wish to travel they offer an awesome service and collection of mods and game extensions.
Two more to add to your list of mods in the future: Tale of Two Wastelands and Project Nevada.
