At the end, there is a footlocker containing the unique DLC loot. (I.E. like Follows-Chalk's stuff) and it contains Joshua's (The Burned Man's) Outfit and Pistol. But without the bandages.
Or either that you store your items somewhere in a footlocker, sometimes the game resets those lockers and takes a while, setting refers to any containers, not just those owned by an NPC but doesn't apply to containers owned by you.
Makes sense.
If you can get back to the Mojave, the footlocker should have everything you didn't already loot, in terms of unique items.
That footlocker is one of very few containers in NV that actually does reset. However if you leave the DLC and come back.
If you are ABLE to return to the Mojave (i.e. Departing Paradise is active), did NOT loot the unique items already, and did NOT return to the Mojave and then come back to the DLC, what you've got is a glitch. Try loading an older save and see if you can complete the DLC again.
Make sure not to overwrite your current save in the process.

Nah, he didn't - he said it's because you didn't do the quests.
That's not true - the quests in the DLC have nothing to do with it.
If the footlocker appears, it should not be empty. If it appears, and it is empty, that's a glitch. It's not caused by not completing quests, and if you didn't return to the Mojave and come back, it's not caused by container reset.
You didn't do anything wrong or incorrect. It's just a normal, every day, New Vegas glitch.

I just can't I'm unsubbing, I keep getting notifications from Salamance after he quotes me again and again and again even tho he's blocked.
I kinda googled with inconclusive results, which kinda lead me back to what you said, and it correlates with me, kinda trying to bum rush the entire DLC without doing a lot of the side quests.
IF that were the utter reasoning behind why the box is empty, I can see that now as a viable reason, and waiting a viable solution.
There are some good outstanding guides in the guide section, Steam just decided to put new guides than the 5 star most rated and helpful ones, the guides even has a bunch of community awards that are positive and unique.
That's not the reason though, so you won't find a solution.
Again, if the locker appears and you did not loot those items already, it should always have the items in it.
It's purely binary - if locker exists and you haven't looted the items, the locker should have the items. That's literally how it's scripted.
The only possible answer is that you experienced an unfortunate glitch.
You have two safe options to get the items - load an older save, and get to the same point again, or console in the items.
It doesn't appear to be a common bug, so standard bugfix mods likely won't solve it.
That'd be something I believe, if that were actually programmed into the game. Would be a nice Wild Wild Wasteland perk entry too. Joshua was pissed off cause you didn't Pray, before putting the boots to Salt, medium style.
