then open launcher, set any setting you want and just make a new game saves, and then install all mods that give you stability and necessary stuff, leave texture mods for a while, open the game and test it by fast travelling somewhere (console command tmm 1)
after that, install those texture mods but make sure you have falloutnewvegas.exe already patched with 4gb patcher...this is mandatory for texture modding
it also can happen because you dont have 4gb patcher
solution:
1.install new vegas heap replacer because it easy to use instead of tweaking nvseconfig.ini
2. in nvtf.ini, set bmodifydirectx=1, it help the memory management
3. you can use vulkan but since youre using rtx 3060, i dont think you need this one

Texture will only impact that if not using the fix in NVTF. The only reasons textures cause that is because by default the game mirrors them to system RAM instead of just storing in VRAM. NVTF (or even ENBoost) fixes that.
Worth using Vulkan too tbh, even on 3060.
