Report a translation problem
If you have Project Nevada Rebalance (or something like that) try messing around with it and then just roll the changes back if it didn't work.

-If the rebreather doesn't work (which might be caused by some mods on PC), PC players can use console command 'player.modav waterbreathing 1' to get around the problem.
OFC if you use any cheats you won't earn any achievements

Some mods conflict with the script of rebrether that allows it to give you infinite oxygen.
Try to disable some of your mods until you finish the quest.
