All you need is the 4GB patcher, xNVSE, NVAC, and OneTweak
The rest are just bug fixes
Stability and Bug Fixes
FNV 4GB Patcher[www.nexusmods.com]
Main File- FNV 4GB Patch v1.4
Download the main file with a manual download, extract the download and place the FalloutNVpatch.exe into the main game folder steamapps/common/Fallout New Vegas, once its in there, double click it to run it, a window should pop up saying the game was patched, press any key to continue
To make sure that it worked go to the main game folder steamapps/common/Fallout New Vegas and double click the FalloutNV.exe to run it, and if the game launches straight away with skipping the launcher menu, then it is working
xNVSE[github.com]
Get it here NVSE v6.2.5[drive.google.com]
Vortex now comes with a script extender installer extension, it will be enabled by default, and when you launch Vortex for a game that has script extender and you don't have it installed, Vortex will pop up a notification telling you that, so you click this notification, then click more and a pop up window will come up, select Download, then select Enable and it will deploy and you are done, Now go to the main game folder steamapps/common/Fallout New Vegas and right click the nvse_loader.exe and select create shortcut, then drag this shortcut to your desktop and for now on this is how you will boot the game
Now boot the game from the script extender shortcut we put on the desktop and once it loads, press the tilde key, its the key to the left of the 1 key, once you press it, this opens up the console and it will now say xNVSE and your version number, use to, you would have to type in getnvseversion then press enter, do both and if it tells you your version number then its working
If any of this is confusing here is a video showing what I just explained and how to install it manually

bRedoHashtables=1
bModifyDirectXBehavior=1
bEnableThreadingTweaks=1
iMaxFPSTolerance=59
Make sure you followed the instructions from Clean Install section and put the game in Window mode and not Fullscreen, it needs to be in Windowed for the bModifyDirectXBehavior fix to work, but the next mod will enable boardless windowed mode, which looks exactly like fullscreen

Please stop spreading lies NVAC doesn't work.
NVAC does indeed work - however, it can *sometimes* be better to use Cobb Crash Logger instead and attempt to troubleshoot the *source* of the crash.
A properly modded game, using something like VNV, will generally be totally stable. Sometimes it's worth locating any issues.
NVAC isn't the only anti-crash mod. It only fixes specific types.
Many more vanilla crashes are solved using the remainder of the baseline NV stability mods.
JIP LN, JohnnyGuitar, lStewieAl's Tweaks (you don't need to use ANY of the gameplay changes, just have the mod installed), and NVTF fix a few hundred more potentially game-crashing bugs.
