You always see someone on the forum boasting the virtues of the legion, ignoring they would be crucified on the spot.
House is a middle-ground.

Legit though it really depends on the direction you want humanity to go in. NCR follows old world order and will likely crumble as the old world did if they're not careful, but the many troops believe they are fighting the good fight.
Mr. House, while being dictatorial in nature, has very profitable and beneficial plans for humanity. He outright tells you that he will eventually be sending humans to space, and he was originally willing to co-operate with NCR for a better future before he found out that they would try to take Vegas from him.
Legion is very misunderstood in my opinion. Sure it's a cruel and brutal faction, but Caesar's lands are much safer for travelers than the NCR could ever hope to achieve. The main problem is that the Legion's effectiveness and power derives from its leadership, and once Caesar's gone the Legion will likely crumble through internal conflict. Unless they somehow manage to prolong Caesar's life indefinitely, or can reliably come up with strong leaders equal to Caesar, the Legion could simply be outlived like the Master's army before them.
I usually just see them as DnD alignments: NCR is Lawful, House is Neutral, Legion is Chaotic, and Independant is based on your Karma.
NCR is like a police state. You may have safety, but you have no freedom.
Mr House does not care about people, just his 'vision'. And his vision will make him a dictator to the people as well. Do it his way or you will be wiped asside.
Being the independant ruler makes you a dictator as well, ruling by fear and death through your robot army.
In the typical fashion of the Fallout series, there is no black and white, all decisions are grey.
There is no rightous faction, and there is no evil faction. They all have some of both, just in different measures.
They can defend themselves against any treat.

My second choise is NCR, becuase they almost like BoS, just with some democracy and choise, they can build cities and bring back civilization unlike Legion.
The institute from FailOut 4 is also good choise but only after refomartion, repacing humans is bad, creetaing supermutants and sedning them on humans is also bad. Its like dumb teenager wrote FailOut script: Evil institute creates androids and replaces human (but WHY?? Because they EVIL hurdur)
Minutemen are one of the worst factions, but that's because dumb teenage wrote FailOuit 4 story and made minutemen boring and lame Village People/Farmers, the only other faction that beats minutemen in their idiocy is the LameRoad: Lets save Robots because Human constructed products deserve freedom! Democracy for ALL!
Well this post of mine slowly changes into bashing F4, the disappointment from that Dumb Teenage open world survival/base building game which used Fallout skin/lore to sell more copies still cant be forgotten. I have bad dreams about it, the only way Bethesda can redeem themselves to me is if during E3 they announce remakes for F3 and or FNV or another Fallout spinoff made by Obsidian.
Actually if Bethesda buys out Obisidian (they have money) and makes them The Fallout Studio, that will be THE BEST NEWS EVER!
