Oh my papa quest bug?

I convinced Mellisa, Jack and Diane. Then used speech check on Karl and he got killed.

Now I have two more objectives:
1) talk to Moore about the alliance of NCR/Khans
2) find Regis evidence that Caesar will annihilate the Great Khans

Neither colonel Moore, nore Regis have any special dialoge to progress this quest. Picking up Karl's journal also does nothing. What should I do other than using console or reloading previous save and Not using speech to progress?

I found out I can't talk with moore about alliance because my reputation is villified with Great Khans. It's strange why khans don't attack me on sight.

Sounds like a bug.

It's Fallout. Just wipe em out.

They're a bunch of jerks anyways.

As far as I can remember, (long time) yhere are 3 ways to finish this. #1 through dialog, start a fight with the legioare. #2 Sneak (need high sneak skill) into the legionares roon, last door on the left of papa's hut, and get the diary from the chest and show it to papa. #3 get the diary laying on the desk in the legion camp. Sneak again or have several stealth boys to get it. (this way is very hard to do, many hounds and soldiers there that can run into you and expose you) The main thing to remember, is before you do something ... make a save. This way you can reload and try something different until the quest ends the way you like it to. The game is awsome and I played it at least 3 times. .

The Khans are a dying race so even of they hate you, they know picking a fight you would mean their end

C. The Khans aren't a race, they are raiders and anyone can join.

Okay how about this. Great Khan NPCs have been programmed so that they won't attack players regardless of the players in game reputation with them due to reason connected to the lore.

The developers have given us the GECK in order to change things we disagree with in game. There might already be a mod that changes the behavior.

Maybe this simple explanation will help you: If the game does something you think should be different, you can change it with the GECK. The chances are, now that the game is old and crusty, that someone has already done it.
I won't help you understand basic concepts. I just don't have the patience.

Yeah but Khans not attacking players is a feature not a bug that you need to patch, the game even supports this with curtain conversations the player can have.

Yeah, butt, that is besides the point I was making that you didn't seem to understand. Who cares if it is a feature or bug, you can change it to suit your needs.

For anyone that ever encounters this if you got KARL killed before you now will have to sneak/break into the Legions Camp and steal https://fallout.fandom.com/wiki/Legion_slave_ledger the Slave Ledger give that to Regis and it should complete the quest.

After talking to Melissa, a marker should be activated at Cotton Cove where Cursor Lucullus should be at the pier. However, he is not there. To continue with the mission, I had to rely on the command console and summon the NPC using the following code - "player.placeatme 0012b515." This brought Cursor Lucullus to my location so I could proceed with the mission and have him take me to Caesar's camp to search for the slave book and inform Regis and Father Khan, unlocking new dialogues to progress the mission.
