go to the game folder then Redists folder . install vcredist_x86.exe with admin permission. then go into the directx folder. install dxsetup.exe with admin permission.
neither steam nor game installer changes your windows security.
check antivirus log. might be blocking the game.
check windows security/controlled folder access. if on, add exceptions for game launcher and game
game will/should create folder
Documents\My Games\FalloutNV
containing files Fallout.ini FalloutPrefs.ini RendererInfo.txt
using windows one drive? one drive moves your ini files out of the falloutnv folder so the game cannot read them. tweak one drive to leave files where they are.
some users claim to need a number of mods to get the game running. someone else will probably post those. or search this forum for the list.
might not be a library issue. some users do not know how to use switchable graphics on a laptop. some users do not know how to set display resolution.
check windows event viewer? an error msg would help. also run game launcher from game folder and not from steam library or icon. sometimes an error msg appears not hidden by steam
have an nvidia card/drivers? run geforce experience then optimize the game then run from geforce experience. should set the best settings to run on your pc.
They didn't update FO3 - they removed GFWL requirements and recompiled it, which completely broken modding for a couple of weeks and served no useful purpose, since the GFWL problem was easily fixed with mods.
Be glad that FONV hasn't been "updated" in a similar way - all it would do is break all the currently existing fixes.
Follow a current, proper guide. Either woomzy's guide here on Steam, or Viva New Vegas off of Steam. You won't have issues if you follow either to the letter and don't try to improvise.
That's your problem. Next time ask earlier, follow a proper guide.

-What worked for me was downloading the redistribution files like he said, then opening the "Documents\My Games\FalloutNV" folder and changing the document names. For me it just said "Fallout" so I renamed it "Fallout.ini" and the game launched like normal. do this for the other files in the folder as listed above. I guess the launcher couldn't find the necessary files because it needed the directory lines (".ini" and .txt")
