The 4gb patch doesn't *make* the game use more RAM, it allows it to use more than 2gb without instantly crashing.
The 4gb patch has never, ever improved framerate. I don't even know where you even would have gotten that information.
Follow the Viva New Vegas[vivanewvegas.github.io]guide to stabilize your game and your performance.
Just follow the guide.
20 mods is nothing.
Start fresh.
to install the 4gb patch put it into your games directory and run it, get xNVSE and use the tick fix mod on the nexus heres some links

Also update your graphics drivers, preferably using Geforce Experience but you choose.
Im using a 6700XT, 32gb ram, 3700x and i just had to refine the game in settings and ini files, its a process but once you understand modding FNV you can pretty much mod any game
