While I encourage people to learn modding when possible, it's also worth mentioning that drag's ported assets - while they look good - cause issues with the game.
I also had a problem with the "flying heads" of the NCR redesign, the problem was solved by searching for an alternative modification.
In such topics, it is better to write the full list of active plugins, whether you have invalidation textures and everything else.
He's using the dragbody ported asset mods.
Those just have issues. The porting and rigging is top notch, the rest of the implementation is not.
You wouldn't happen to know how to import .dds files onto a custom race would you?
The texture (dds) files will need to match the mesh (nif) file for that to work.
I don't know if you can do that just in xEdit. Sorry, I'm just getting into the deeper folds of creating mods myself.
