Unfortunately yes Doc,
Even if you, and companions, have Stealth Boys active. The only way I've found is to use cover, stealth boy and sneak and then make darned sure you have a clear shot with the Anti-material rifle with explosive or incendiary rounds if you wanna stop them at distance.
Also, there is a mod, at Nexus, for a companion named Emma who levels up with the character and at a certain point she gives you a perk that allows you to see enemies at a an extended distance before they register on your "threat monitor".
Other than that - get a missile launcher LOL

Yes, ^ this. As for extended range detection I always use ED-E as a companion as his long range sensors pick up npc's on the other side of the mountain. ( Which actually is a bit of a pain at times. ) If you also have Boone with you, his perk makes enemies glow so you can pick them off at a great distance well before they detect you. Clearing the Quarry in Slone is a piece of cake with those 2 companions with you, an anti-material rifle and explosive rounds. You dont even need a high sneak skill.

Stealth Boys are pretty much Chameleon 100, so if you're still getting seen you're probably running. Chomps has unique dialogue when you cut directly through Sloan coming from the Strip.
Glitches aside, it does make sense for them to be challenging for most levels, but it seems kinda unfair for for stealth builds since even if you’re at max level, they’ll still be able to detect you unless you’re using long range weapons (in which case you don’t really need much for a sneak build)
