A BB Gun build is able to do substantial damage, but only once you acquire the unique Abeline Kid BB Gun. It has an extremely high critical damage. So if you absolutely insist on doing a BB Gun build, spec into critical hits as best you can. I would also spec into stealth and sneak attacks. BB guns are silent and since sneak attacks grant automatic criticals anyways they will likely be your bread and butter.
There are a few perks that enhance the weapons base damage, but I would ignore them. The cowboy perk is one of them. It states 25% extra damage for lever action weapons, but the BB guns base damage is so low that you are only getting +1 extra damage. Not worth the perk slot.
As far as ammo supply goes, BB's can't be crafted. Your only source of reliable ammo supply is Quartermaster Bardon at Hoover Dam. He sometimes sells 3000 BB's at a time.
Is this good for stats?
I would increase perception by 1 at least so you can get the better criticals perk. And since you are going to be going for stealth for those sneak attacks you probably don't need that high of an endurance. I would funnel the endurance points into intelligence or perception.
I mentioned the cowboy perk is a bad idea. It only grants +1 damage because the base damage of the BB guns is so small.
i'm fairly positive you don't actually need the WW perk for it, it just changes the location.
