Legion: Slavery, brainwashing/indoctrination, and genocide are super fun.
NCR: Oh noes, taxes in exchange for protection and basic civic services, what tyranny!
Independent: Chaos yesterday, chaos tomorrow.
If goodsprings becomes a ghost town then it's the worst ending.
That's funny because I don't recall a single NCR trooper protecting the citizens of PRIMM

House: New Vegas is his domain. He made it clear he's not on a humanitarian mission and by siding with him, you drive both NCR and Legion out of the Mojave.
Legion: They're a militarized autocracy. Caesar understood what caused the Great War and sees the NCR emulating the very society that nearly killed the Earth. He chose to model Ancient Rome because it's a society adapted to surviving harsh conditions.
NCR: Taxes and forced annexation. They're basically the Legion. Less brutal, yes but all they're doing is expanding and draining the every last resource they get their hands on while their home government suffers from rampant corruption. Their society is a dead end.
Independent: Chaos, independence and an uncertain future.
NCR brought troops into vegas for no reason in the first place, they weren't even aware of the resources they could get with controlling vegas they just wanted to expand
It wasn't until later they found out about the hoover dam.
The brotherhood is a defunct and garbage group of glorified raiders, with no place in the world. They ceased to be relevant by fallout 2. No faction is 'allied' with the brotherhood in new Vegas. Everbody wants them dead.
If you go through a very lengthy process, with very specific objectives, you can argue for a ceasefire and a truce between the NCR and brotherhood, which is the only way the brotherhood gets a somewhat good ending.
