fallout.ini not created.

ive installed fallout nv a while ago and able to play it with no issues, but had stopped since i swapped my hdd with ssd and had to reinstall windows 10. because of that, i have to install fallout nv again. i also used windows 10 before changing my disk drive. i still have the harddisk as an external drive.

after installing fallout nv, the message "Unable to find an INI file. Please reinstall Fallout." appears, followed by the message about detecting video hardware. as i click PLAY, the message “Fallout: New Vegas does not appear to be installed and the installer could not be found. Try exploring to your DVD-ROM drive and selecting setup.exe to install the game.” appears.

i noticed that while checking the graphics setting in OPTIONS, the settings with sliders initially show value of 0 but stays at 1 when I adjusted the slider to the minimum value. the values will change back to 0 when I clicked any of the detail presets (low, medium, high, ultra and default)

i checked falloutnv in My Games and noticed that fallout.ini is not created, only falloutprefs.ini. also, i still have my game saves that I made previously, before changing my disk drive.

the things that ive done to try fixing the problem are:

1. delete the game in steam, deleting the fallout new vegas folder in steam common and falloutnv in My Games, then reinstalling the game.
   
2. verify game files.
   
3. downloading regedit fix from nexusmod, putting it in the fallout new vegas folder in steam common and then running it.
   
4. copy pasting fallout_default.ini from fallout new vegas folder in steam into falloutnv folder in My Games, then renaming it to fallout.ini.
   
5. removing all keys, values and data related to falloutnv, bethesda softworks and falloutnvlauncher in regedit, and reinstalled the game.
   
6. moving falloutpref.ini and fallout_default.ini to other place, verify game files, clicking PLAY and adjust graphics in OPTIONS.
   
7. taking fallout.ini from harddisk and putting it in the FalloutNV in My Games folder.

is there any other methods i can try to fix it.

which folder do i need to check, the one in steam common or my games?
