Surviving a bullet to the head is possible. It doesn't happen very often, but there are cases where it's happened. AFAIK, it's dependent on where you were hit, the size of the bullet, and the kind of firearm used.

i chalked it up to necessary for the plot. For example, the auto carbine (name?) fires 5mm rounds, the service rifle fires 5.56mm rounds. The service rifle is much weaker in game. Make sense? No, but it's an RPG, so I give it lots of leeway in stuff like this.

I'd say that you just went unconsious like one of your helpers is all. :)

I'm not worried about that, what bugs me is shooting an enemy in the head 10 times and he's still alive so I got a x3 all damage mod

People have survived bullets to the head before, especially 9mm.
He actually would have more likely killed you if he used a .22. yes it's much smaller caliber but a .22 to the head fragments and will spread in your brain, won't even make it out the other side.
A 9mm can stay in tact and go through your head, making it more likely to survive.

That's why hitmen use silenced .22 pistols and come up right behind a guy for a head shot.

if you shoot someone in the head ingame they'll generally survive so it's cool
